360-Degree Surveillance: How Police Use Public-Private Partnerships to Spy on Americans, and Canadians and every moving creature

PPPs have ensured there are no private lives: everything is public. Surveillance cameras are mounted on utility poles, traffic lights, businesses, and homes, licence plate readers. Even Ring Doorbells, baby monitors, Roomba vacuums, our vehicles, GPS devices, Dash-cameras and drones have us in their sights, all of which are connected to the Internet.
Then there are store security cameras, geofencing and Geotracking technologies, wearable tracking devices, including FitBits and BlueTooth. Of course, we must not forget Siri and Alexa. Internet-connected devices are by the billions and all emit deadly, cancer-causing electro-magnetic and radio-frequency radiation.
There were an estimated one billion surveillance cameras worldwide by 2023. The numbers are sure to keep growing as governments wholeheartedly adopt every new device (especially law enforcement and military agencies). Businesses and individual consumers are the worst offenders, believing that all this intrusion, tracking and 24/7 surveillance is normal, convenient and ‘essential’.
With every new surveillance device, the government gains yet another toehold into our private worlds.

Police bullies have become empowered by advances in surveillance technology and emboldened by rapidly expanding public-private partnerships (PPPs) between law enforcement, the Intelligence Community, and the private sector.
At the Ottawa, Ontario, Courthouse for instance, a ‘security’ person with a wand cannot only wave the thing up and down around your body, but can touch and feel you with their hands, without probable cause. If you do not comply with being touched, a big burly Ottawa Police bully will make you comply or drag you outside the court, preventing you from attending your proceeding. The entire law around having to have ‘probable cause’ to search an individual seems to dissolve when one enters the ‘halls of justice’.
Corruption Bred and Nurtured in PPPs and NGOs
The former president of the provincial agency overseeing public-private partnerships in Quebec, Mr. Bergeron, like so many in Quebec, had been wowed by the larger-than-life persona of the man behind the McGill University super hospital project, Dr. Arthur Porter.
What a police investigator described as “the biggest corruption fraud in the history of Canada” was allegedly being carried out under the nose of the very UN-shill that was supposed to hold the PPP partnership accountable and in check, but Normand Bergeron claims that he did not suspect a thing. Money quells a lot of suspicious notions.
Because the UN is behind all these PPP set-ups, and because it has legislation in place that prevents any prosecution of its shills for crimes, no-body is going to prison and all will live on to create many more subsidiary PPPs. That is, unless the corporate form of government is fully dissolved and replaced by a proper constitutional republic that we will discuss in detail in a future release called SOLUTIONS.
UN’s Public-Private Partnership Schemes Operating at the Federal Government Level
There are endless transfers of power from the domestic Canadian government to the private sector. It is beyond the scope of this newsletter to get into all of them, but the links below will give you a good start if you wish to deep-dive to learn just how much the UN has privatized most of Canada already. We underline the relevant words associated with the UN world government:
Department of Employment and Social Development Act, S.C. 2005, c. 34
2. Definitions
‘Minister’ means the Minister of Employment and Social Development
‘partner entity’ means
(a) a department or any other body, other than a parent Crown corporation, referred to in a schedule to the Financial Administration Act;
(b) a parent Crown corporation and any wholly-owned subsidiary, as those terms are defined in section 83 of the Financial Administration Act;
(c) the government of a province, a public body created under the law of a province, or a municipality;
(d) a council, government or other entity authorized to act on behalf of either a band, as defined in subsection 2(1) of the Indian Act, or a First Nation, Aboriginal people or Aboriginal organization that is a party to a land claim agreement or any other treaty, self-government agreement or settlement agreement; and
(e) a non-profit corporation or public body performing a function for an entity referred to in any of paragraphs (a) to (d).
‘Tribunal’ means the Social Security Tribunal established under section 44.
**Note: in other words, anybody and anything, including any private corporation can be a ‘partner’ and a Tribunal. Our Tribunals are therefore run ‘privately’ and for profit.
Re: the use of the term ‘person’ is a legal trick – this is the usual definition in various pieces of legislation:
“person” includes a corporation, partnership, bridge authority, agent or trustee, and the heirs, executors, administrators or other legal representatives of a person to whom the context can apply according to law;
** Note: ‘includes’, as noted in Part 4 of our MUNICIPAL FRAUD Series, limits the category to that listed after the word includes.
**Note: the definition of ‘person’, as noted above, uses the term ‘includes’ and DOES NOT mention natural men and women!
The ‘context’ referred to in the definition of person can therefore apply ONLY to legal entities listed after the word ‘includes’, and therefore DOES NOT APPLY to natural men and women, because they are not listed.
5.1 (1) The Minister may provide support for service delivery to the public and, in so doing, he or she may
(a) provide the following services and facilities to any partner entity and perform activities related to those services and facilities:
(i) services and facilities in support of its delivery of its programs and services, and
(ii) any other service or facility that is authorized by the Governor in Council;
(b) provide the following services to any department or body listed in Schedule I, I.1 or II to the Financial Administration Act and to any other partner entity authorized by the Governor in Council and perform activities related to those services:
**Note the repeated references to ‘partners’ being in charge of providing services we pay the government to provide, and the references to taxpayers paying for the facilities or services the ‘partner’ may need. In other words, the corporate ‘partner’ shall be entirely set up by the taxpayer, to provide services to the public that the taxpayer is already paying ESDC staff to provide.
Programs
7 The Minister may, in exercising the powers and performing the duties and functions assigned by this Act, establish and implement programs designed to support projects or other activities that contribute to the development of the human resources of Canada and the skills of Canadians, to the social development of Canada or to service delivery to the public, and the Minister may make grants and contributions in support of the programs.
**Note: in other words, ‘may’ use taxpayer dollars to set up programs controlled by UN NGOs that support ONLY the foreign UN agendas, and these corporations never have to repay the taxpayer because it’s a ‘grant’. This is stealing from the taxpayer, and transferring to UN government structure.
8.1 The Minister may collect and use a person’s Social Insurance Number to verify their identity for the purposes of the administration or enforcement of any Act, program or activity in respect of which the administration or enforcement is the responsibility of the Minister.
**Note: the SIN is a ‘voluntary program’, but forcing an individual to keep and use a SIN before they can access a benefit, is a means of keeping the individual enslaved to the UN-government system.
Committees
9 (1) The Minister may establish advisory and other committees and provide for their membership, duties, functions and operation.
Remuneration
(2) Members of a committee shall be paid, in connection with their work for the committee, the remuneration that may be fixed by the Governor in Council.
Travel, living and other expenses
(3) Members of a committee are entitled to be reimbursed, in accordance with Treasury Board directives, for the travel, living and other expenses incurred in connection with their work for the committee while absent, in the case of full-time members, from their ordinary place of work or, in the case of part-time members, from their ordinary place of residence.
**Note: the ‘committees’ are UN-shills working for the NGO, travelling to advance the UN’s agenda, at taxpayer expense.
10 For the purpose of facilitating the formulation, coordination and implementation of any program or policy relating to the powers, duties and functions conferred by this Act, the Minister may enter into agreements with a province or a provincial public body, financial institutions and other persons or bodies that the Minister considers appropriate.
Delegation
11 The Minister may authorize the Minister of Labour, the Commission or any other person or body, or member of a class of persons or bodies, to exercise any power or perform any duty or function of the Minister.
**Note: the Minister passes his authority and power to the UN’s private NGOs to do as they wish, as though they were our domestic government department. This is why we don’t realize a foreign invader has already taken over.
Administrative Law and Tribunals
Administrative Law and the Tribunals who administer these laws, are strictly UN infrastructure.
Administrative Law and Tribunals is a completely separate ‘justice’ system running parallel to our regular courts. Tribunal decisions are final, unlike in regular courts where every level of decision can be appealed to a higher court.
Canadians have paid to set up massive bureaucracies called ‘Tribunals’ that deprive us of access to real courts and our Canadian legal system. These tribunals impose UN policies, law, agendas in processes that are extremely abusive and corrupt. They are a pseudo-court that runs parallel to our regular courts.

Every province has UN Tribunals dispensing Administrative Law, which is essentially that you are automatically guilty if accused, and all that is left after the accusation is to negotiate the penalty.

At the federal level, the Department of Justice entered into a public-private partnership, with a private corporation, to provide services to the UN’s Tribunals set up across Canada.
The private corporation named the Administrative Tribunals Support Service of Canada (ATSSC), was set up by legislation called the Administrative Tribunals Support Service of Canada Act, 2014. We discuss the most relevant provisions that use taxpayer money to set up this private corporation to provide services to many private corporate Tribunals.
*** Note: while the government states this Act was “Enacted by section 376 of chapter 20 of the Statutes of Canada, 2014, in force November 1, 2014, SI/2014-83”, we have been entirely unable to find that regulation anywhere. It may be a red-herring.
Let’s look at the relevant wording (we underlined it to assist) that fraudulently allows the UN government to set up PPPs and NGOs, in secret, with your tax dollars, for the singular purpose of serving the foreign government of the WEF/UN:
Administrative Tribunals Support Service of Canada Act, S.C. 2014, c. 20, s. 376.
Many programs and services are now the responsibility of the Employment and Social Development Department’s (ESDC) to provide Canadians – it is now a private corporation.
The ESDC’s main role in the UN-government running Canada, is to impose the UN’s Agenda 2030, and by integrating its policies and processes to meet the UN’s Sustainable Development Goals (SDG). It has a page complete with links to its SDG reports devoted to that mission.
From this UN-controlled Department, the public-private partnerships (PPPs) and non-governmental agencies (NGOs) are funded by taxpayers, and their main purposes are all to implement and integrate the UN’s Sustainable Development Goals, Agenda 21 and Agenda 2030 into our governments, under the pretext of providing ‘services’.
One such program is the Labour Program, the other is Service Canada. Both are taxpayer-funded UN PPP and NGO creation schemes. But the worst of the worst is Egale Canada.

Labor Program
After destroying the trades in Canada, the government has come up with a UN solution to build a ‘strong’ trades industry by delegating the task of developing apprentices to PRIVATE companies.
As with EVERY outsourcing of government responsibilities, there is no oversight, no accountability and it is pretty clear that few apprentices have materialized or if they have, are not employed.
There are several of the public-private partnership ‘programs’ that you can read about, here, but we will mention the two most likely to be complete wastes of time, especially since they are designed to be divisive and to fail.
But they are a great way for UN to move money from the taxpayer to itself while it builds its shadow government, becoming more obvious by the day.
One of those private corporations is Build a Dream, of Windsor, Ontario. It is getting over $7.3 million for two projects through the Canadian Apprenticeship Strategy’s Union Training and Innovation Program (UTIP) – Innovation in Apprenticeship Stream – these are two more private UN NGOs.
The projects are required to ensure no Anglo-European Canadians are included in the projects, as they are intended to improve the participation of underrepresented groups, such as women, newcomers, persons with disabilities, Indigenous people, and racialized Canadians, in the Red Seal trades.
1st Project: titled Diversifying the Talent Pipelines for In-demand Red Seal Trades, the NGO, ‘Build a Dream to Empower Women’ will receive more than $4 million over two years to help up to 18,000 underrepresented apprentices in Ontario, Alberta and Nova Scotia improve their overall skills and competencies in leadership and team building. Participants will also get support to upgrade their technical skills through hands-on experience – in other words, employers will be expected to train these people for free, while they in fact push the divisive UN policies of promoting ‘underrepresented’ apprentices.
European Canadians, no matter how poor or neglected by government, are never considered ‘under-represented’, and are left out of all government training programs as a result.
In collaboration with corporate unions and employers, the PPP organization will ‘help’ participants find work placements in the Red Seal trades.
2nd Project: titled Women’s Enterprise Skills Training of Windsor Inc. (WEST) will receive more than $3 million over four years for their SMART for Women project to help up to 400 unrepresented apprentices to progress and succeed in their apprenticeships. WEST will provide math refresher courses; assist participants to enroll in technical training courses offered by trades schools and training providers; and provide participants with wrap-around supports, such as childcare and financial support, so they can complete their apprenticeship training successfully and pursue in-demand jobs.
No single fathers allowed, especially the white-toned ones.
As with all sorts of work programs of the sort at both the federal and provincial levels, little is accomplished, no one keeps track of the results, and the money goes into a big black hole, never to be seen again. Few people will find jobs, or if they do, the jobs won’t last.
The most dangerous, evil UN PPP destroying the morality of Canadian society, is Egale. It is funded by taxpayers and its stated purpose is to expunge all criminal records for pedophilia, to end the rights of parents to interfere with the sex change of a child (being clearly male or female is a ‘defect’), to legalize sodomy and pedophilia, to make a child’s ‘consent’ to sex enough for child-adult sex, to end the criminalization of pedophilia and sodomy between adults and children, and to end the forced disclosure of having a sexually-transmitted disease to sexual partners.
Egale Canada
This is the UN’s most evil, immoral and depraved PPP operating in Canada, and it is behind the moral decay in medicine, politics, especially in education and media, driving the pedophile attack on children and reducing or repealing criminal code penalties for crimes against children.
*****WARNING: IF YOU HAVE ANY SENSE OF MORALITY, you will likely be very, very disturbed at what this UN PPP has done to children, to parents, and will do by legalizing pedophilia under the pretext of ‘sexual rights’. Egale claims that children and minors have ‘sexual rights’! ***
This UN corporation partners with many government departments, foundations and private corporations pushing the legalization and normalization of pedophilia, child marriage, and transgender surgeries.
Worse, taxpayers are funding this ‘charity’ to the tune of over $1.2 million annually – that is in 2020, 55% of Egale funding was from the Canadian taxpayer. In 2021, that number rose to 67%.
What Egale has succeeded in doing in corrupt Canadian Courts and before the immoral and ethically-bankrupt House of Commons:
All serious sexual crimes against children, terrorism, kidnapping and confinement of children have no penalty or the penalty has been severely reduced.
They are in the process of having legislation rubber-stamped that will result in the decriminalization of pedophilia, with all criminal records of pedophiles expunged if the convictions were before 2008. In other words, all the pedophiles in government, UN institutions, education and medicine will have a clear record and be free to violate children ‘legally’.
Egale demands that defamation be legalized to shut down all critics of it, its funding sources, and its goals. It has already turned several private lawsuits into public events, by being given ‘intervenor’ status as a way to push for the legalization of sodomy and pedophilia under the pretext of ‘sexual rights’. The Supreme Court of Canada obliged Egale by affirming ‘trans rights’ to protective counter-speech, see here.

In addition, the Ontario Superior Court of Justice has now held it a crime to call a ‘groomer’ a ‘groomer’ in public as a means of protecting pedophiles operating in schools and libraries in the disguises called Drag (Drag Queens). See here and here.
Egale opposes all parental rights to veto the correction of all ‘birth defects’, such as being clearly male or female – in other words, being clearly male or female must be ‘corrected’ so the child is ‘intersex’ and can never produce offspring.
The Jewish community and in particular, B’nai Brith Canada League supports Egale and the legalization of sodomy and pedophilia: Israel is the pedophile-protection capital of the world by law, as it is the country pedophiles run to when they suspect they are being investigated or when charged, as Israel will not extradite pedophiles.
Since homosexuals statistically have the highest rates of sexually-transmitted disease and the highest rate of offences against children (see our HOMOSEXUAL INVASION page to be released in a future Series, for details), Egale is pushing (directing) the legalization of non-disclosure of having a sexually-transmitted disease to sexual partners, including children.
Egale and its partners have written and demand the General Identity Protection Bill.

Egale in March 27, 2007, opposed a proposal in Bill C-22 to raise the age of consent for adult-child sex, and suggested that sodomy laws allow adult-child sodomy.

You no longer have to wonder why all of a sudden, we have disgusting nudity and lewd behavior at Pride Parades and in classrooms and school libraries. It appears that the government has no money to house and treat Veterans, but has millions to spend to push the UN’s pedophilia and sex trafficking agenda.
** Note that the action to expunge the criminal records of all pedophiles charged before 2008, in combination with lowering or decriminalizing altogether sexual abuse of children, is legalized pedophilia – this is done because the politicians, doctors, media personality and thousands more pedophiles committing crimes will be charged and convicted under the current criminal laws of Canada – but by repealing and amending them retroactively, they get away with horrific crimes against children, including ‘trafficking, abduction and kidnapping’.
ServiceCanada
Service Canada is the racket operated by Employment and Social Development Canada (ESDC) to serve as a single-point of access for the Government of Canada’s largest and most heavily used programs, such as the social insurance number, the Employment Insurance program, the Old Age Security program, the Canada Pension Plan and passport applications.

Service Canada’s origins, however, date back to 1998 when the Government of Canada began developing an integrated citizen-centred service strategy based on detailed surveys of citizens’ needs and expectations. It officially began operations on September 14, 2005 with a mandate to provide a single point of access to a range of government services and benefits either in person, by phone, by internet, or by mail.
By 2020, using the COVID scam as cover, the choices in access dwindled to online, because most people had been forced to do business online, even though most did not want to use the unwieldy and complicated online forms and services. That was the point of COVID lockdowns – to transfer everyone to electronic services only by force, and then make accessing services a nightmare run by Artificial Intelligence (AI) such as ‘Virtual Chats’.
The list of all that this private, unaccountable corporation has its claws in is here. It affects everyone’s lives one way or another.
Cliff Groen is the Associate Deputy Minister of Employment and Social Development and Chief Operating Officer (CEO) for Service Canada. Employment and Social Development also runs the PPP Labor Program which seems to be unable to stop the unemployment crisis in Canada.
Groen operates in two capacities: a public servant who is supposed to be working exclusively for the People and as CEO running a private corporation. No doubt he has declared his Declaration of Office (in the UN World Government system), and not sworn an oath to serve the people.
The current Minister of Employment and Social Development minces no words on how taxpayer dollars will be used to socially engineer the Canadian people to be in alignment with the false narratives of the UN’s Agenda 21, Sustainable Development Goals (SDGs) and Agenda 2030.
The Ministry website sports the foreign unelected UN’s SDG logo, spells out all its goals by number and name. It is very easy to see that one of the easiest ways to achieve the UN’s poverty goals and especially its goal to ensure you own nothing and are happy about it, is to use social services as a carrot and when necessary, a whip.
One of the goals is to push the transgender movement; another is to indigenize the country, another is to end Christianity, another is to install 15-minute SMART CITIES, and others are to push climate change and carbon taxation.
To align with the Liberal government’s commitment to inclusivity, Canadian military bases and federally regulated workplaces were recently mandated by ESDC to provide menstrual products, including tampons and pads, in men’s washrooms by December 15, 2023, as well as to provide Drag Queen events, such as Bingos, at the messes at Ontario military bases.
There is NO rational reason why a sovereign country should be implementing the policies and agendas of a foreign state, and especially one whose motto is that you will own nothing and be happy when they are done with you. This by all measurements, is treason.
One of the NGOs supported by taxpayers that is clearly implementing the WEF/UN agenda for digitalization of everything, the use of AI (Chatbots) and of course the UN Agenda 2030, is Policy Horizons Canada. See here its many connections to our future controlled by the WEF/UN.
As of May 2007, Service Canada had partnered with over 14 other departments and agencies to provide access to more than 50 government programs and services. It had also established close to 500 points of service across Canada – many of which are outreach and mobile offices designed to deliver programs and services into rural and remote areas.
Similar initiatives to Service Canada have been established in many Canadian provinces and jurisdictions across Canada, such as Service New Brunswick (SNB), and ServiceOntario. The goal of delivering citizen-centred service has also been embraced by most developed countries around the world for several years – with Canada consistently ranked as a leader in the field by consulting firms such as Accenture.
