UN Planner Army – traitors using the color of ‘zoning and planning’ laws to steal property to build 15-minute CITY prisons
The foot-soldiers created and trained to steal all private property, to install the 15-Minute SMART cities and to impose Sustainable Development Goals (SDG’s) for the UN in every nation it has invaded, are called Municipal Planners. They are now a global network, and as with pedophiles, run rampant.
Municipal Planners are unaccountable to the people they terrorize, agree to all sorts of UN schemes without property-owner and Canadian citizen input, and impose the UN’s climate change tyranny using fraudulent official plans, zoning, and development laws, regulations and by-laws.
The UN’s Municipal Planners apply the SDG chokeholds, and do not let go until the property owner loses their home/farm. Some will do home invasions, as one Belleville property owner learned in 2018.
The mainstream media -- as you can see from a CTV Edmonton News report -- once characterized 15-minute cities as a conspiracy theory; CTV is now covering the very Edmonton council plans for over fifteen 15-minute cities set to be implemented in Edmonton, Alberta, that it previously ridiculed.

We will discuss these criminals and traitors in detail on our MUNICIPAL PLANNER FRAUD series.
Suffice it to know at this point, that in Ontario, for example, an entire criminal bureaucracy is set up for ‘professional’ planners. There is no science, or true public involvement in planning, it’s all done by stealth, coercion, deception and the use of lawfare.
The Ontario Professional Planners Institute (OPPI) is the recognized voice of Registered Professional Planners (RPP) and the planning profession and has the mandate to grant the RPP designation. They have actually condoned home invasions, outright terrorizing of property owners by planners and are a law unto themselves, since they are accountable only to the UN. The OPPI makes ‘experts’ out of goons.
In 1976, Canada hosted the first United Nations Conference on Human Settlements (HABITAT I) in Vancouver, BC.
Without any input from the affected public, participants signed the Vancouver Charter, a global manifesto for national and international action on matters of global urbanization. That conference led to the formation of the United Nations Commission on Human Settlements and the United Nations Centre for Human Settlements (UN-HABITAT), which launched the first World Urban Forum in 2002 in Nairobi, Kenya.
Involved in this UN invasion of Canadian communities through UN-HABITAT is the UN’s NGO, the Canadian Institute of Planners (CIP).
In 2003, the CIP ‘assisted’ UN-CANADA’s federal government in preparation for the 2006 World Urban Forum in Vancouver. Immediately prior to that event, at the 2006 World Planners Congress, held in Vancouver, BC 15 countries signed the Vancouver Declaration on Sustainable Development Goals (SDGs) urbanization, development and planning– this declaration was the foundation for the Global Planners Network.
The Canadian Institute of Planners (CIP) is heavily involved in promoting the grand failure called the Diversity, Equality, and Inclusion (DEI) communist ideology promoted by the UN. The CIP webpage that promoted DEI was removed, but we have an archived copy.
DEI is focused on destroying Canadian society, transgendering every child they can get their hands on, promoting pedophilia and homosexuality as ‘normal’, and appointing people to positions based on their color or race and sexual orientation, so long as it is not white, heterosexual and or Anglo-franco European-based. It is a massive bureaucracy, paid for by the taxpayer, that does nothing but destroy the wonderful society that Canada use to be.
All these Declarations and Agreements are signed by traitorous UNELECTED bureaucrats working for the UN world government.
In 2022, CIP signed a Memorandum of Understanding (MOU) with the Urban Economy Forum to become an official collaborator in the World Urban Pavilion at Regent Park, Toronto, Ontario with the support of Canada Mortgage and Housing Corporation (CMHC).
Through this partnership, CIP and its government and corporate members advance the Sustainable Development Goals (SDGs) and identify, assess, and catalogue completed innovative and transformative urban examples of Canadian cities, communities, and organizations for sustainable urban development.
Taxpayers PAID for all these forums, UN schemes, infrastructure set-ups and ‘partnerships’, that cover up the fact the UN world government is installed in Canada as we speak.
In March 1978, the UN-Member State, Ontario, issued a corporate charter to the Canadian Association of Certified Planning Technicians (CACPT). It is, like the Law Society of Ontario, the College of Physicians and Surgeons, and other private corporations, entirely unaccountable and self-governing, dedicated to maintaining high standards for Planning Technicians and other related planning professionals.
Those ‘high-standards’ of course, are established by the UN.
The CACPT’s mandate was to bring together Planning Technicians from across Canada.
The CACPT is purportedly dedicated to protecting and maintaining the ‘high’ standards of its members through registration, examination and reclassification programs. The CACPT has also published and enforces a Code of Ethics for its members.
What it REALLY does is ensures that it creates a monopoly so that no one can work unless they agree to betray their communities. They are being paid to serve the UN World Government – this is the same tactic used to convert municipal Mayors and Councillors into traitors working for the private corporations running their locality.
The UN has stolen millions of private properties through these sorts of Trojan-Horse schemes. Through their Public-Private Partnerships (PPPs or P3s) that we discuss in detail here, and will discuss in our upcoming PUBLIC-PRIVATE PARTNERSHIP RACKET and PROPERTY THEFT series, they have not only stolen our local governments and converted them to private corporations masquerading as local governments, but transferred all private property titles to the full control of private individuals.
The Canadian Council for Public-Private Partnerships (UN NGO), a longstanding promoter for PPPs or P3s in Canada, defines them as "a cooperative venture between the public and private sectors, built on the expertise of each partner, that best meets clearly defined public needs through the appropriate allocation of resources, risks, and rewards". PROBLEM IS THAT those private partners DO NOT HAVE EXPERTISE, usually have no infrastructure, and have the singular purpose of imposing the UN’s World Government laws and governance.

Locals have shown up at their City Halls for ‘council meetings’ only to find the Mayor and Councillors either silent, arms crossed with a stern frown on their faces, and a readiness to cut the microphone or simply move the discussions into chambers and secrecy.
How is it possible that someone is talented and involved enough to run for political office and win the election – but once in office, claim to have no clue as to the origins or purpose behind the very by-laws, regulations, plans and policies they are forced by the UN PPPs running the locality to consider?
Serious issues that every city council and county commissioner in the nation should know everything about -- such as about the invasion of UN Municipal Planners, policies of SMART Growth, Green New Deals, 15-minute SMART CITIES, 30x30 land policies, carbon taxation, energy and transportation -- are imposed on communities with great impunity and unaccountability.
Yet when citizens attend council meetings and seek to speak out in opposition, or try to discuss how such policies are negatively affecting their property rights, small businesses, and their neighborhoods, they are often met with penetrating elected council members stares, with arms folded, scowls on their faces, and gavels in hand, ready to stop their testimony or cut off the microphone.
If citizen opponents to this UN invasion by planner, privatization and corporations try to explain that such policies are rooted in the global Agenda 2030, the Green New Deal, UN Sustainable Development Goals (SDGs), or the Great Reset, now the officials really become agitated and tyrannical, shutting down the microphones and having police escort them out of the building.
Why tyrannical? Because they know that you are hitting squarely on the fact that they signed Declarations of Office in the UN World Government as soon as they were elected in rigged municipal elections. Some council members will claim never to have heard of all this before, yet, they signed a declaration of allegiance to the World Government and already know what the World Government plans are. Other councillors will claim the policies are all ‘local’, but never explain why the locality was privatized and the CITY Clerks and CAO are parachuted in when a major UN policy is to be forced on the municipality.
These really treacherous councillors will say that they can get away with all this crime against their communities because “This is just how it’s done; everyone is doing it.”
Of course, that’s the way everyone is doing ‘it’: everyone signed a declaration to work for the world government, everyone is trained by UN NGOs and everyone works in the public-private partnership racket.
Here’s what they know they are getting away with:
Improving community travel options, NOT improving the roads!
Making sex education about luring children into homosexual lifestyles and convincing parents, educators and elected officials that pedophilia is normal, that children should have sex partners as early as kindergarten, and NOT teaching children how to avoid and report molesters to the police.
‘Decarbonize’ our roads by going to electric vehicles, but NOT stopping the environmental destruction and child labor practices required to provide the batteries.
Greening up the roads and getting cars off the roads by increasing toll road fees, personal property taxes, imposing road use taxes and blocking street use with ‘calming’ concrete blocks, bike lanes, speed bumps and extortion rackets involving speeding / red light cameras, but NOT making travel easier and more efficient!
Funding public art murals to remind students that the SDGs must be followed, NOT nostalgic and beautiful artwork linked to our culture.
Community wide health clinics are now more visible than places of Christian worship, and we see more of the use of accepted false goddesses and social justice icons, but NOT the presence of the one true God and the celebration of Christianity.
‘Shifting Perspectives’ that includes ‘freedom is bad and collectivism is ideal’; ‘creation is an almighty god, not the Creator’; the SDGs are for our good, not our detriment.
Education was chosen by the UN to be the ‘chief change agent’, not a tool for individuals to grow and prosper.
A growing tactic by local and county governments is to hide behind the edicts of government-appointed boards and to obfuscate as a matter of course.
Appointed Boards Maintain Strangleholds on Elected Officials
Some elected officials purport that they oppose such plans, but claim there is nothing they can do because appointed utility boards oversee the issue.
The private corporations use UNELECTED appointed public utility boards to gain the power of eminent domain to just take any property, infrastructure or land they want for their private corporate project.
The fact is that appointed boards are created by elected officials who have signed a declaration of allegiance to the UN’s local government and serve as CEO and corporate shills, thereby reducing the elected officials to the role of workforce carrying out the programs that they approved.
These appointed boards represent no one. They do not have the right or the power to make policy. They certainly do not have the power to prevent elected officials from representing and protecting the wishes of their constituents.
The elected officials are the Boss of appointed boards! Any politician who uses the lame excuse that they have no authority to stop the actions of the appointed board has a different agenda. And that agenda is the one their REAL boss, the one they declared to serve by advancing the UN corporate agenda, wants them to impose under the cover of being an elected official.
They want to avoid dealing with the pesky people who put them in office specifically to protect their rights. In short, they are cowards working against the people!

Over a century ago, our imposter “leaders” signed us up to be regulated and controlled by public health experts beholden to foreign actors. The globalists knew that once they had complete control of the body and health of all men and women, i.e., when there was no longer bodily autonomy or individual sovereignty, the full and irreversible installation of communism would be extremely simple.
As we explained previously, legislation was secretly passed by the Canadian Parliament in 1985 transferring total control of our lawmakers to the United Nations and not just about public health matters. Then in 1992, control of the land itself was turned over to the UN.

Here’s how the take-over of Canada under the pretext of public health went:
‘The International Agreement respecting the Creation of an International Office of Public Health’, was signed on December 9, 1907; Canada ratified its agreement on April 11, 1910.
The Canadian Public Health Association (CPHA) was created in 1910, and incorporated in 1912. It became a charity in 1975 under Pierre Elliot Trudeau, the communist and traitor extraordinaire. This WHO-controlled organization’s main financial support has been from drug companies including Pfizer, Moderna and AstraZeneca.
CPHA, an NGO, is involved in advocating for national and international health policies, including the restriction of people’s movements and appears to not only write the song book all WHO-controlled health authorities sing from, it leads the choir.
IMPORTANT to know:
Health Canada was set up in 1919 under orders from the WHO to implement population control measures, explaining why to this day, the NGO we know as Health Canada, approves deadly pharmaceutical drugs and eliminates all safe, effective holistic treatments. Health Canada has had several names since its inception.
Yes, in case you are wondering, the World Health Organization was set up in the early 1900s, 50 years before the United Nations, which was set up in 1948, after the second world war.
Despite how innocuous its name and mandate sounds, this NGO organization had an initial and ongoing purpose: population control.
The Department of Health was created in 1919 with the passing of Bill 37, and even then, there were Quarantine Acts on the books.
On June 21, 1926, in Paris, France, Canada entered into an International Sanitary Convention Agreement that it ratified in 1928.
In 1928, the name of the Department of Health was changed to the Department of Pensions and National Health by means of the passing of Bill 205 and the purpose – population control through public health – continued.
Then, the Department of National Health and Welfare was created in 1944 by passing Bill 149.
Immediately after WWII, on July 22, 1946, the World Health Organization (WHO) Constitution came into force; despite the purported Canadian Constitution of 1867, Canada accepted to be bound by the WHO Constitution in 1946. Even though the Allied Forces had supposedly ‘won our freedoms’, in fact, control of the entire landmass through the control of public health policies was installed and the actual War continued on the North American continent – the enemy being the reconstituted Nazi regime called the League of Nations, which soon became the United Nations. Quite the pivot … but the foundation for this had been laid over a century prior.
*** Since 1946, the WHO Constitution overrides all member state national constitutions, and gives the UN/WHO the authority to make all decisions regarding health matters, including defining words and terms, deciding on lockdowns and restrictions in all previously sovereign nations.
In 1946, Canada signed a Treaty endorsing the Constitution of the World Health Organization, and agreeing to be bound by it.
Article 21(a) of the WHO’s Constitution (archived here) explicitly gives it authority over the Member States over issues such as quarantine, or medical martial law. Since Canada never opted out, Article 22 means that we must live with this:
From 1946, the UN/WHO has had full legal capacity to operate in member nations, of which Canada is one, AS IT SEES FIT, to fulfill its objectives under the pretext of ‘public health’. It even installed the Biological Security Level 4 laboratory in Manitoba that creates the most dangerous man-made pathogens one can ever imagine, all destined to be used to create pandemics when released.
In 1959, the WHO gave itself and its employees full immunity from prosecution for any crime, anywhere. The United Nations would do the same in Canada with similar legislation in 1985:
Here are the specifics of this legalizing of corporate crimes against humanity:
Ask yourself how foreign corporations can possibly be permitted by sovereign nations to give themselves immunity from prosecution if they commit crimes on our landmass.
While the globalists were keeping the world distracted with rebuilding after the War and the Nuremberg Trials, Hitler was winning the War through the WHO and its Constitution and International Health Regulations (IHRs).
International Health Regulations (IHRs)
Even back in the late 1800’s the globalists were planning a take-over of the world through ‘health crises’ and ‘quarantines’. By 1906, the WHO was well established in Canada with its first editions of the IHR in force.
Up until the Statute of Westminster, 1931, every province remained a colony of Britain. After 1931, even though the provinces were no longer colonies, but sovereign nation-States, the charade continued and even the references to ‘province’ and ‘monarch’ continued as though the British still had jurisdiction over us. So as long as the British appeared to order its 'colonies' such as Canada, Australia, and New Zealand to be bound by the international health and sanitary regulations, those orders were followed.
Because this charade continued, new versions of the IHR were simply adopted by the corporation masquerading as the government of Canada, under the pretense that Canada was a nation and that the corporation had the power and authority of the People of Canada to bind us to a foreign corporation’s regulations such as IHRs. In reality, it had no such power or authority.
By October 1, 1952, WHO Regulations (IHRs) were entered into force and were declared binding on (the corporation) Canada.
As we have shown above, in 1959 at the WHO’s World Health Assembly, the WHO gave itself, all its employees and agents world-wide, 100% immunity and power to act without consequences, including from civil and criminal prosecutions. This is why Theresa Tam and public health authorities felt free to lie to our face and ignore all science and common sense.
By 1969, almost all countries (actually corporations masquerading as nations) had signed on to the WHO Constitution and significantly expanded International Health Regulations (IHR). Canada agreed to the expanded IHR in Boston on July 25, 1969, at which time it started to develop its UN/WHO-mandated Treaty Series, 1971 as ordered. The public still believed that Canada was controlled by the Crown, which had not been the case for 37 years by that time.
The 1969 set of IHR gave the WHO the power to define pandemics and dictate the responses to pandemics. It was aiming for complete control of the health policies and laws in all sovereign nations and thus dictated to its member nations, such as Canada, to develop ‘treaty series’ of planned responses and compliances with the WHO IHRs.
This 1969 set of WHO IHRs did not sit well with several nations who refused to give up that much sovereignty over their affairs. So while it was agreed to by Canada, it was not adopted by all members of the WHO Assembly.
There was another set of IHRs put forward for adoption recently involving vaccine passports and mandatory vaccinations that they also had trouble getting agreement with after the US pulled out of the WHO and UN. Canada on the other hand was happy to comply, as usual.
In 1994, the Canadian Department of Health underwent a 2nd name change through Bill 149, to Department of National Health and Welfare.
In 2004, the WHO ordered all members to create public health ‘outposts’ from which WHO public health authorities would operate. In Canada this was called Public Health Agency of Canada (PHAC), but there was no legislation to give it the appearance of having legality, because in fact it was an agency of the WHO and not Canadian.
Not to worry, traitor PM Stephen Harper would pass a bill to make it appear legal and ‘Canadian’, soon enough.
PHAC’s purpose, like that of Health Canada, is to use the pretense of public health as a means to control the local populations. Its employees and agents are not bound by any Canadian law, even when it involves manslaughter and gross corruption. It is only accountable to the UN/WHO.
The International Health Regulations (IHR) of 2005 agreed to in Geneva on May 23, 2005 was ratified by Canada that same day, binding Canada to UN/WHO control for all public health matters forever.
Provincial Health Acts contain sections of the WHO-IHR and municipalities are required to follow these regulations as well.
In late 2004 and into 2005, Bill C-12 was passed to create the Quarantine Act, which was in fact the domestic implementation of the 3rd Edition of the International Health Regulations (IHR-3rd edition).
Public Health Agency of Canada was created as a branch of WHO by Bill C-12 PHAC Act. In 2006, PM Stephen Harper passed the Public Health Agency of Canada Act (PHAC Act), which by 2019 was controlled by Dr. Theresa Tam who had a secret agreement with the WHO to keep all discussions with the WHO confidential for all time (non-disclosure agreement).
The WHO’s 2016 Law of Epidemics and Emergencies dictates that all signatory States must obey the IHR. If an emergency is declared, every UN member country has to immediately trigger a mechanism to comply with the regulations, even if the evidence is that the WHO is engaging in fraud and mass murder/genocide.
The 2016 WHO international pandemic regulation (Treaty) is how and why the world locked down, seemingly overnight in 2020. The earlier attempt to close down the world from 2003 to 2005 using the false SARS narrative had been rejected, because most nations had not yet agreed to follow WHO’s International Health Regulations version in place at the time as it required giving up sovereignty.
Following this rejection, the WHO prepared the Pandemic Treaty of 2016 and started to bully UN MEMBER STATES into adopting it as binding, in order to ensure that the next time the WHO declared a pandemic they would have 100% member-nation compliance. The US started to withdraw from the WHO and the UN at that time and by the time 2020 lockdowns were ordered the WHO had lost its influence in the US, but not in Canada where traitor politicians and WHO branches called Public Health Authorities kept up the charade.
Articles 2, 19, and 21a of the WHO Constitution bind all member states IF they adopt the International Health Regulations (IHR). There is no need for extra procedures or treaties to be established. This is because all the members states were corporations and these agreements are binding on corporations. However, they are not binding on men and women unless those men and women have been incorporated into the corporation, as was done in Canada.
The IHR was designed in such a way that it would supersede all sovereign constitutions. Canada is bound because it is a member state of the UN/WHO and of course, had no Constitution to worry about anyway.
In case you thought your eyes were deceiving you when reading the document linked above, the WHO does indeed have its own Constitution; the WHO is the only program of the United Nations that has a constitution. And since 2005, the WHO Constitution is Canada’s Constitution, and this is also another reason why going to court about the violations of your Canadian Constitutional rights is such a waste of time.
And, this is why the more you fly the Canadian flag and demand your ‘constitutional’ rights, the more Trudeau and his co-conspirators such as Tam, laugh – they know that the only ‘constitutional rights’ you have are provided by the WHO Constitution and they amount to zero.

This section WAS QUIETLY REPEALED so that lying to the public became legal.
From 2020-2022, the entire Canadian economy came under the control of the WHO and its endlessly confusing barrage of ‘recommendations’, mandates and dictates. The WHO pushed for and got ratification of its 2022 Pandemic Treaty by May 24th 2022, giving it the authority to declare pandemics, using its own ever-changing definitions of ‘pandemic’ and dictating the pandemic response across the world.
In October 2021, Dr Harpreet S Kochhar, a Hindu veterinarian with a tight attachment to the WHO, was appointed by the WHO to head PHAC after his predecessor refused to abide an Order to turn over documents about the COVID lockdowns to the Canadian Parliament as requested. Predecessor Iain Stewart also refused to resign as director of PHAC.

As you can see from the timeline, the WHO Constitution and its IHRs already have that authority. Therefore the Pandemic Treaty is simply another distraction so that no one learns just how long the UN/WHO have controlled Canada. No special ‘treaty’ was therefore necessary, but talking about adopting one made it sound as though the power grab over Canadians was a recent issue.

The Pandemic Treaty was signed on May 24, 2022 despite world-wide protest; the WHO now has the power to call for mandatory vaccinations and health passports, and its decision would supersede national and state laws. Considering the WHO changed its definition of “pandemic” to “a worldwide epidemic of a disease,” removing the requirement of high morbidity, just about anything could be made to fit the pandemic criterion, including obesity.
The WHO has seized power over health systems more broadly. WHO Director, criminal Tedros Adhanom Ghebreyesus, has stated that his “central priority” as director-general of the WHO is to push the world toward universal health coverage.
In the name of keeping everyone “safe” from infection, the globalist cabal has justified unprecedented attacks on civil liberties and personal freedoms, including the right to choose your own medical treatment. Now, the WHO is gearing up to make its pandemic leadership permanent, and to extend it into the health care systems of every nation. During the WHO declaration of the scamdemic of 2020-2022, Canada’s health minister was Patty Hajdu. She is not a doctor, a researcher, or a public health expert of any sort. Her educational background is in graphic design and her experience apparently is in treason and crimes against humanity.
The WHO’s International Health Regulations (IHR) gave rise to the Quarantine Act and Emergency Acts imposed on Canadians since 2020 that subsequently locked down Canadians in 2020-2022. Both were dictated by the WHO under the WHO Constitution and with the force of the United Nations Act, 1985. But Hajdu forgot to mention all this.
Ultimately, whatever the criminal, genocidal maniac Director-General of the WHO declares, participant States are obligated to play along.
The infrastructure needed to execute the type of pandemic response strategy that has ruined the lives and health of tens of millions of citizens across the globe, were clearly set in place by the WHO and its unelected members and NGO partners since the early 2000s.
The implications of the new IHR were as clear as day to those paying attention. When the 2005 IHR went into full effect in 2020, President Donald J. Trump exited the US from the UN and its agencies to protect the sovereignty of his nation. When the US funding of the WHO dried up, PM Trudeau and the Liberal/NDP coalition increased the Canadian funding to make up the deficit.
The current Director-General of the WHO is also the first nonmedical person to hold this position. As former Minister of Health of Ethiopia, he was engaged in genocide of his own people. He was also Foreign Minister before taking up his position at the WHO - with curious involvements in a communist uprising by the Tigray People’s Liberation Front.
In 2022, as you can learn from this document, the UN was exposed as being controlled by the Chinese Communist Party (CCP) and the entire global police force – you saw the UN Police operating in Ottawa during the Trucker Convoy 2022 – is controlled by the UN through the United Nations Act, 1985 and the Privileges and Immunities Act.
Thus, the Communist Chinese control all formerly domestic police, politicians, bureaucrats, public health authorities and university professors through the Trojan-horse United Nations and its corporate ‘Charter’, and the Canadian legislation ‘United Nations Act, 1985’, and now the WHO Constitution and its International Health Regulations.

Trump noted how Sharia Law is replacing thousands of years of British law, all under the guidance of the private corporation, United Nations. Who benefits, as opposed to who suffers?
Citizens of our country have been propagandized to the maximum, right after being trafficked to the world government to now be ‘World Citizens’.
To this day, mainstream media in Canada position the "hard-done by" opportunists and invaders as racialized Canadians, while light-skinned citizens who built this country, are accused of enjoying "white privilege."
Fact: the situation is the complete opposite. The benefactors are Canada's new arrival, 3rd world communities, while the genuine Canadians suffer terribly.
The invasion of Canada by opportunistic economic migrants and Islamists is no accident…the plan to destroy Canada, Christianity and Canadians was published by the UN long before Justin Trudeau came into power. A156-page paper released by the United Nations states "The 2030 Agenda recognizes migration as a core development consideration, which marks the first time migration is integrated explicitly into the global development agenda" – see here. It further states that migrant men, women, and children are recognized as "agents of development."
How’s that for putting it directly to us: Canadians are ‘useless eaters’, like cattle, but migrants are ‘agents of development’?
The report goes on to claim that:

Since the goal of the UN is depopulation, destruction of the economy and the Great Reset to communism administered by the UN World Government, you can understand that the Prime Minister suggesting that migrants are good for the economy is a trick statement … it’s good for the UN and its communist economy.
The UN’s migration plan is not novel: the same tactics were used to destroy the Roman Empire centuries ago…the parallels are uncanny and frightening. The same exact script is in play with changes in names and dates.
The Roman state had promised food and resettlement to the Gothic refugees, and not only permitted but facilitated the influx of Goths across the Roman border en masse, seeing them as future supporters and soldiers.
