And now, we continue with our MUNICIPAL FRAUD content. In this newsletter, we look at some of the tools and tactics used by governments and industry to further the long-term plans of globalists to control what we eat, drink, wear, drive and think.

In the case of the City of Ottawa, the first of the municipalities to spend vast sums of taxpayer dollars to amend its Official Plan to force 1 million residents into their ‘pens’, it is already too late.
There is nowhere to park, new apartment buildings do not require parking for residents, bike lanes were installed all over the city that see almost no bicycle traffic but do severely impede traffic flow. These impediments to smooth flowing traffic causes road rage and many accidents.

So much for the UN’s International Covenant on Civil and Political Rights (ICCPR) Articles 9 and 12 that makes the imposition of 15-minute cities violations of human rights. As we noted earlier, all UN declarations, covenants and guides are Trojan-horses. They are a sneaky way for the UN to impose its corporate UN Charter on member nations.
15-minute cities are, plain and simple, a form of detention and arrest. A person charged with an offence or suspected of an offence may be ordered by a UN Administrative Tribunal or Court not to leave the area. Now everyone can be ordered not to leave their area. Pretty clever!
Smart Cities are forcing 5G on their residents … no debate whatever about whether the proven cancer-causing systems should be allowed in the first place. It’s what the UN ‘sustainable’’ woke crowd wants, and it’s what they are forcing on the world.

5G is essential to data collection and data collection is essential to corralling all humans into SMART City (15-minute city) systems. Building Ontario’s Next-Generation Smart Cities Through Data Governance is the title of the UN-controlled province of Ontario’s plans for installation of SMART 15-minute cities throughout the province, whether the public wants this or not.
These plans are promoted and pushed through by unelected foreigners and their army of unelected Planners and municipal shills.

Data Collection: the tool for complete control of Canadians
According to the Province of Ontario’s propaganda,
“Rapid advancements in data collection, transfer, and analysis technologies have provided the Government of Ontario with the opportunity to explore new infrastructure systems for economic development. These technologies have enhanced the government’s ability to amass volumes of data and interpret them to create data- driven solutions to challenges in infrastructure development and delivery of products and services to the citizens.
However, this also raises concerns around privacy, security, individual rights, and privatization of citizen data.
In order to balance innovation that leverages this data with individual wellbeing, the Government of Ontario granted Compute Ontario and ORION funding to study SMART cities.”
Of course, this funding is about moving taxpayer money to political friends, because there is no need to ‘study’ SMART cities – the plans for these cities were finalized at least 25 years ago. All that remains is to install them everywhere.
You may have noticed how every time they study something, they hire consultants who amass great fortunes doing nothing. Think ArriveCan, as just one example.
And, what concerns around privacy and individual rights could they be talking about?
All privacy has been lost through our electronic banking, our electronic registration and education systems, not to mention our healthcare system. It is total hypocrisy that they suggest they consider our privacy while shoving this data collection down our collective throats.

Understanding, developing and adopting adequate frameworks for data governance are essential to fulfilling the potential of smart cities.”

And, in that same document, lies the truth in legalese language to make it sound as though constant surveillance to end individual privacy is for OUR good:
“The potential monitoring of citizen behaviour now extends past our personal connected devices and into the physical world, as sensors begin to monitor and transmit data for an increasingly wide range of human activities.
Citizens, however, have little insight into what happens with information captured by advanced systems, and transparency issues around ownership and use of data remain a concern. As the population shifts to include millennial-like generations, which may more highly value the personalization services that data collection supports, the protection of data and privacy will take on added importance. The safety risks in smart health-care devices or autonomous vehicles demand attention, …
For the average person, the transformation towards a more connected city goes mostly unnoticed. But the monitoring of citizen location, health, activity, behaviours and consumer preferences can be virtually continuous and occurs in both the private and public spheres. We already have consumer devices such as our phones that track our location, parking spots, health vitals, sleep patterns, entertainment preferences, online search queries and more. In all of these cases, customer convenience allows a significant amount of the data moves from the device to remote cloud facilities for analysis and improved consumer experience. In addition, people voluntarily submit samples for DNA analysis to ancestry sites and their purchasing habits are routinely recorded and analyzed by customer- loyalty applications and credit-card companies.
There are also many cases where citizens have little control over information that is being gathered about them. Indoor-positioning systems already track smartphone locations inside stores and can push targeted advertising to the phones. Private and public WiFi systems know what devices are connected to them when and where. Smart traffic intersections and parking garages may include video- monitoring systems with facial recognition implications. Smart utility meters can track home power consumption with time-resolution good enough to identify what TV program is being watched inside the home. RFID-enabled office access cards are linked to the employee.
Over a single day, a typical smart city resident could generate thousands of data points through interactions with instrumented objects and the virtual world, some of which may represent personally identifiable information. Taken individually, much of this information cannot be associated with a specific person. However, when multiple data points are combined, they can create a full profile of the individual, which could expose that person to financial, reputational or even physical risk.
Much of this data collection may not even be legal.
Canada’s privacy legislation, PIPEDA, (Personal Information Protection and Electronic Documents Act) requires that companies obtain ‘meaningful consent’ prior to the collection, use and disclosure of personal information.”
But you can be sure that as with all violations of fundamental human rights, the unelected academics and bankers behind this will make it ‘legal’ to collect all this data whether you like it or not. Changing legislation is as easy as buying a coffee.
Their excuse for all this enslavement is that all sorts of data is already being collected and shared without our knowledge so it’s no big leap to expand the enslaving surveillance and data collection system.
It’s all making communism sound, well, so very convenient. And it’s all legal or will be made legal, because that’s the way corporations and globalists operate – THEY MAKE THE RULES.
Anyone who thinks the UN and its Sustainable Development Planners are not in complete control in Canada is living an illusion. Municipalities are installing SMART water meters to eventually be able to limit water use to 6 litres of water per person per day, by simply turning it off from their offices. They are destroying top agricultural lands by controlling water needed to run farms.

In 2018, without public consultation, the Infrastructure Department of the Canadian government started to fund UN NGO’s (non-governmental agencies to force SMART technologies on municipalities. NGOs are typically set up by political friends in high places and the money flows to them for ‘projects’ that never seem to benefit the public.

The fact is that the Nazis -- reconstituted as the United Nations -- were secreted away to Canada and the USA after WWII to continue their world- domination goals. In Canada they were disguised as regular Canadians with new names and given influential positions at all levels of government.
By 2022, they had established one of the most horrifying networks of concentration camps and called it “SMART CITIES NETWORK”.
Vancouver, Ottawa, Toronto and many others have taken the plunge without considering the damage to the residents of all the surveillance, the control over every aspect of daily life, from how much water you can use to what and when you can drive your vehicle. In fact, as the UN/WEF says repeatedly, ‘you will own nothing, you will be happy’.
Describing the horrors of SMART CITIES
There is no universally defined vocabulary to describe the viciousness of SMART CITIES, which are the final product of the New World Order (World Government), that will make the Communist Chinese-style social credit system permanent and unescapable. This social credit system is already permanent and destroying thousands of lives in China.
Just as Twitter and Facebook can shut down your account in a fraction of a second because they don’t like you, likewise your business and your bank account will be unauthorized – if they let you have any in the first place.
You will be watched and traced in everything you do and everywhere you go, in everything you think. The highly technological city cannot be formed without the whole city being monitored.
Your health will become a public ‘concern’ as it may affect the “public good”, so if they determine that you have a mental problem because you disagree with them, you will be given your medicine and will be monitored to ensure you take it. Already, laws are in place to ‘detain’ anyone who appears to have a mental instability. Yet, there is no scientific support for any mental illness!
This is all why it is important not to go to a psychiatrist or psychologist – their mental illness diagnosis will stick for life and have serious repercussions long after you stop seeing them.
With the United Nation’s Administrative Penalty system currently in place in Ontario -- which you know as ‘Tribunals’ -- if you refuse any city dictate, you will be held in contempt and without your ‘day in court’, will be fined. At all times, your best interests are irrelevant and everything done to you and your family will be deemed in the “public good” with no recourse. They will schedule for you an exact time for sleeping and waking up, how much water you can use for a bath, and even what you eat. You will eat bugs and laboratory-created ‘meats’ … that’s the plan.
The trajectory in 2025 is to end all meat consumption in favor of deadly lab-created fake meats that we are learning contain human tissue and blood. (The CANNIBALISM Series coming in a future Series will have the details about just how much human flesh you are presently eating.)
The SMART CITY NETWORK determines who and when a couple will have children, and will be given authority, without recourse for you, to have the child confiscated at birth. Already doctors are deciding which infants live and which are medically killed off (MAiD/euthanasia/medical murder program).
Don’t think it can happen in Canada? Think again; it already has and such a system is fully installed in China’s largest cities, where people are now being starved to death in their own apartments, locked in and unable to escape, other than to jump to their deaths.
People in SMART CITIES will become completely dependent on the government for everything they get, pretty much the way rent, drugs and food are subsidized today. In Canada, healthcare is withheld for years and almost the entire food supply is poisoned with synthetic ‘vitamins’ directed by the UN’s Food Fortification Program.
As digital ID is increasingly forced on Canadians, SMART City residents will be microchipped to verify ID for use of public transportation and to ensure that your allotted distance of travel is not exceeded. As of August 2025, the government is preparing to roll out Digital ID Driver Licences that will eventually contain your health records, banking records and any other records they choose to keep on you.
In every SMART City in 2022, the residents are being bombarded by deadly Electromagnetic Frequencies well beyond what any man or animal can survive for any more than a year or two before cancer sets in. By the end of 2023, we have seen an epidemic of turbo cancers as the 5G network interacts with the mRNA vaccine ingredients.
In addition, at the rate of promotion by our politicians, mental health ‘professionals’ and educators, pedophilia and child pornography will be legalized within 5 years. Already, parents have lost all parental rights and have no idea what their child is being subjected to besides massive doses of radio waves and pedophile grooming disguised as ‘sex education’.
As you will learn from our Series # 4 ELECTION FRAUD, the chance of an elector ever getting a true representative of their choice is slim to nil. Worse yet, as most know, Councilors are ruled by unelected senior bureaucrats and corporate municipal lawyers and we have not yet heard of a single one who is not 100% in favor of the UN’s sustainable development goals and SMART CITY network.
Some of the globalist corporations involved in Canada’s ‘greening’ and pushing of the climate change hoax, as well as ‘carbon neutrality’ and therefore mass suicide by depriving ourselves of life-giving CO2 and carbon, are described in this article.
Indeed, Canada has arrived at the point where a foreign communist state (the UN) is ‘developing’ our country to achieve 90% depopulation, mass starvation and satanic depravity the likes of which few can imagine. The replacement birthrate as of October 2025 is -0.1%. For a society to sustain itself, the birthrate must be at least 1.8 children per woman.
SMART CITY grids now allow municipalities to engage in Climate Change lockdowns on a moment’s notice and to restrict mobility of their residents to 15 miles from their homes. City Clerks all have the power now to lock down their locality, and are rigging elections by ending paper balloting and hiring ‘computer programmers’ to run municipal elections.

6-year plan to control what you eat, drink, wear, drive and think

In fact, for many who had the experience of living in such places, these cities are reminiscent of the Jewish ghettos during World War II or the Japanese internment camps in the US.
LED Lights Destroying DNA, Eyesight
Did you know that all streetlights are LED lights, which manipulate the human genome? This light also destroys your retina and causes blindness.
Gene expression can be turned off or on with LED lights, which are controlled by the corporate utility companies. LED lights, including the ones you have in your home and office, can also activate mRNA inside the human body, causing cancers, HIV, diabetes and other catastrophic illness.

Municipalities Impose Knowingly Fraudulent Utility Invoices to force Compliance with SMART Meter Installation
In Ottawa, Ontario many property owners refused to allow the City to replace perfectly good analog WATER meters with SMART water meters. In one case, the property owner kept sending the City information about the SMART meters and stated she did not want them in her home.
In August 2021 City of Ottawa property owners were notified that it was installing SMART water meters:
and to this notification, one property owner wrote on October 23, 2021:
On October 31, 2021, again the property owner wrote to the City about the contradictory information regarding whether it was a SMART water meter or an analog:
The same letter was sent to the Financial Officer at the City of Ottawa:
On July 13, 2022, the threats started to come from the City that had written itself by-laws giving itself the right to enter private property, despite the provincial laws previously discussed that does not allow trespass onto private property, even for improvement works, without the owners consent:

In particular, along with providing links to all available evidence of great harm to humans and the environment of the EMF, the letters pointed out the contradictions between what Neptune (the SMART meter manufacturer and installer) and the City staff were telling homeowners about these meters:
The City threatened to enter the house and to install the SMART meter, but when the owner said that would be trespass and why, the City decided to pass a by-law allowing them to falsify her Water Bill, doubling the fraudulent amount each month until she complied with allowing the new meter to be installed. Still the property owner refused until the City guaranteed her in writing that it was not a SMART meter.
We provide excerpts below, but the 5 invoices show the usual amount of about $88-95 per month, followed by a tripling of the charges each month thereafter. Then you see the doubling and tripling of the amounts. They facilitated the fraudulent invoicing by ‘estimating’ the amount of water used, even though they had the correct readings every month from the analog meter.
An April 4, 2024 phone discussion with the City official imposing this fraud was recorded and you can listen to it here. You will hear the first of two city officials state that the replacement will be an analog meter and there will be a punishment in the form of an ‘estimated’ read that is 3 x the regular amount.
You will hear the City officials gaslight and repeat what they refuse to put in writing: that the replacement will be an analog and not a SMART meter.

In this excerpt from the City of Ottawa March 22, 2024 water bill, you see the ‘punishment’ for not allowing the goons into the house to install a SMART meter, is a charge for almost 3 times the regular amount:
Because the property owner was told the water would be disconnected within 24 hours if the fraudulent invoice was not paid, she paid it, but the bill was still almost 3 times the regular amount the following month:
On June 24, 2024, city officials finally put it in writing that the meter would be analog, therefore on June 27, 2024 the homeowner let the American SMART Meter company in to install what the City promised was not a SMART meter but an up-to-date analog meter to replace the analog meter previously in place. After the 27th, the property owner then fought to get back the money that they had been overcharged

It was a 2-year battle, but it was worth the time to know that more EMF would not be engulfing the house. And if they lied and instead installed a SMART meter, then there is recourse in the courts.
Government Destroys Entire City to Rebuild as SMART City
If a community does not want a SMART City because they recognize that they will be on a modern reservation, told where they can go and what they can do 24/7, the area will be completely destroyed by directed energy weapons (DEWS). The property will be ‘appropriated’ by the municipality and rebuilt as a SMART city. Naturally, the catastrophe will be blamed on ‘climate change’.
These communities know all this because they have watched helplessly as city after city is level to make room for 15-minute SMART cities.
Once the communities are leveled by DEWS, the area is rebuilt by SMART City corporations, just as the globalists wanted…full time surveillance and control of the entire population.
The Island of Maui, Hawaii, and particularly the City of Lahaina, was levelled in mid-August 2023, by what many now recognize as directed energy weapon strikes and geo-engineered wildfires.
In addition, normal preventative measures against wildfires, such as clearing away downed trees and grasses, had been prohibited since 2014 to ensure a heavy buildup of fuel source for the planned fires.
The globalist-controlled Hawaiian government had an agreement with globalists to turn the Island of Maui into the first SMART Island, run entirely by Artificial Intelligence (AI).
The Aboriginal people of Hawaii refused to give up their traditional lands to this scheme; they were destroyed, murdered and in this August 17th, 2023 video report, (archived here) we learned that the government, the Red Cross and FEMA all worked to block all exits from the city during the fire, killing hundreds. In addition, they blocked all donations, and relief supplies.

Warehouses were filled with supplies, but Lahaina survivors were deprived by the aforementioned ‘authorities and shot in the back by UN mercenaries when trying to leave the area.
As that video report was being published, most of Canada’s North-West Territories and British Columbia had been set on fire and people forced off their lands and out of their homes. Few returned.
The Fort McMurry, Alberta fires were deliberately set and the-then Premier Rachel Notley had even refused to bring in the fire-fighting aircraft needed to fight the fires early on.
The treasonous WEF/UN controlled mainstream media is of course pushing the ‘Climate Crisis’ narrative, but people are pushing back and not buying it at all. Notice how the narrative has gone from Climate warming to just ‘Climate Crisis’, because Climate Freezing, Climate Warming and Climate Change did not pan out.
As happened in BC, and Jasper, Alberta and other locations subject to annual wild fires, Hawaiian fire experts warned of wildfire danger years ago. Their key recommendations, such as clearing of downed trees and other debris that acts as fuel for a fire, were ignored. Additionally, arsonists set blazes across the island in 2022, just as they have in Canada, Greece and across Maui.
Hawaii isn’t traditionally known as a wildfire hotspot, though researchers have noted a steep increase in recent years. One study cited deforestation, the abandonment of agricultural lands and the introduction by government of non-native, fire-prone grasses as factors that have made Hawaii more susceptible to fire.
It turns out that nine years ago, a report by Hawaiian fire researchers sounded the alarm that the area was at extremely high risk of burning.
In 2014, a wildfire-protection plan for the area was written by the Hawaii Wildfire Management Organization, a nonprofit UN NGO that works with government agencies. It warned that Lahaina was among Maui’s most fire- prone areas because of its proximity to parched grasslands, steep terrain and frequent winds. Of course, it didn’t mention that the people and lands were prone to DEW attacks! Or that those grasses were planted there purposely because they burn efficiently.
Documents show that Lahaina was scheduled to be turned into a SMART City, even though the residents wanted nothing to do with that, and the current domestic laws prevented highrises. With the City levelled, the law was suddenly changed to allow a rebuild as a SMART CITY, and eventually to see the entire Island turned into a SMART ISLAND.
Locals in Maui were refusing to sell their land to the elite. The part of the island mainly destroyed was prime land right next to lavish mansions -- land they would not give up to the globalist elite.

Guess what? Not a single mansion was touched by the fire. The fire was so SMART that it just plum went around these mansions that will now no doubt expand given that all the other prime land is now available to buy/steal.
The Hawaii International Conference on System Sciences 2022, was held specifically to discuss how digitization of everything would work and be implemented in these new 15-minute SMART cities.
At this link you learn that the University of Hawaii, College of Business promotes this Conference and all things technology, as not mere research but the imposition of technocracy.
The New SMART Grid in Hawaii named JUMPSmartMaui Project was spelled out in detail. The State of Hawaii’s goal was to obtain 40% of its electric power generation from renewable energy sources by 2030. An impossible goal and the authorities knew it.
Summary: The burning of Lahaina, Maui was preplanned, premeditated murder under the direction of the UN and the Governor of Hawaii.

Hitachi began operations on the demonstration site for the “Japan-U.S. Island Grid Project” (commonly referred to as the “JUMPSmartMaui”) on the island of Maui, Hawaii, in collaboration with the New Energy and Industrial Technology Development Organization (NEDO), Mizuho Bank, Ltd. and Cyber Defense Institute, Inc. An opening ceremony was held on Maui to coincide with the launch of site operations.
Operations at the demonstration site were scheduled to continue until March 2015. Following this period, studies and discussions were conducted to implement new business models based on the results and evaluation of the demonstration.
The goal of JUMPSmartMaui was to demonstrate SMART grid technologies that will enable the efficient use of renewable energy (wind turbines and solar panels) and will contribute to the implementation of a low-carbon social infrastructure system in island regions. The demonstration site had been designed to respond to rapidly changing demands in the renewable energy market using electric vehicles (EV) and other innovative technologies.

Even though by 2022, the Electric Vehicle (EV) scheme was proving to be an unmitigated disaster -- and tragic for those mining the elements needed for the batteries -- the banksters and globalist corporations were determined to hold residents of Maui hostage in SMART cities.
Hitachi had, by 2015, recruited numerous electric vehicle users and residents on Maui to volunteer in the demonstration.
As the international corporation leading the Project, Hitachi oversaw all aspects of Project activities, including construction of the demonstration site, with local stakeholders that included the State of Hawaii, the County of Maui, Hawaiian Electric Industries, Inc., the University of Hawaii, and the American national research laboratories.
Notice the absence of the residents as ‘stakeholders’.
In September 2023, Douglas Murdock, Chief Information Officer (CIO) for the State of Hawaii, announced ‘The Digital Government Summit’ that is intended to bring together technology-focused public-sector professionals with leading industry partners to connect on innovative approaches, get inspired and discover new technologies. In other words, to introduce the jailers to one another.
One of the speakers discussed ‘The Importance of Identity and Access Management for Government’. That’s Digital ID, complete with Digital Passports (new handcuffs), and 24/7 government access to all facets of life.
Maui was only one example: this same destruction to facilitate the installation of SMART Cities has happened across Canada, but you don’t know about it because mainstream media’s job is to suppress the info and cover-up the UN SMART CITY attacks.
